I think the issue isn’t about whether he managed to get an erection (pun intended), but rather his self-control in keeping his hands off it. If your rules state that this action warrants a penalty, then yes, punish him. I have 150 generic Viagra pills at home. I’m locked up most of the time (about 90%), and after a few weeks my erections fade, so I take a Viagra to solve that problem. I agree with TM. If I were to take Cialis—whether my wife allows it or not—and got caught masturbating, let’s just say 'there would be consequences'.
