Does anyone experience itching near the steel base ring and on the inner part of the cage where the penis rests against the metal? I haven’t shaved or trimmed yet, though I don’t have much hair anyway.

What model are you using? Many of the cheaper alternatives use plating. Over time, that layer can wear away and lead to the kind of itching you're experiencing.

+1 on this. Make sure your device is entirely stainless steel and watch out for anything that has a nickel plating, since that's a common culprit for skin irritation. You might find relief by adding some comfort tubing to the problematic section of the ring, or by applying a long-lasting silicone-based lube each day.

It definitely is steel. But yes, it's an imitation of the Looker2. That said, it doesn't itch all the time.

My husband gets irritated around the ring when his hair is regrowing or if it's gotten too long in that spot.

Watch out for knock-offs; the more affordable ones are often nickel plated, which isn't great for long-term wear. Some vendors offer the exact same device but made from full stainless steel. They cost a bit more, though still at a very fair price.

@LockedUp24 - do you apply any skin lotion? If not, give it a shot; if you already use one, maybe switch things up. I prefer Goldbond medicated powder at night. Yes, there's menthol in it and some people find that too strong, but I don't mind it much.
