Those images pop up and circulate from time to time. It's a DIY piece, and the covering appears to be powder coated.

That gadget is where I got my inspiration from.
It's a pastry brush used for applying egg wash or just white of egg as a glaze; any decent chef supply store should stock them.

I’ve spotted a few versions on Tumblr. To me, it looks incredibly heavy and uncomfortable. Perhaps this is something extreme sex offenders should have to wear while out on parole?

I wouldn't let the extreme sex offenders off that easy. Having them wear one of those with the in-ass ball attachment perhaps ought to be mandatory while they are incarcerated. It looks terribly unpleasant to me.
The rest of the mechanism looks excellent and has given plenty of food for thought on how it could be modified for a grower, offering less access while staying cleanable without removal, enabling long-term or even permanent wear.
