LOL - I've come across similar pieces before. Most claim these were fake museum exhibits created to tickle the fancy of Victorian sensibilities.

One piece I read suggests that chastity devices originated in the late 18th and early 19th centuries. They were meant to stop (surprise!) masturbation among young men as they hit puberty.
