The ring looks large on me. What I do is try to slide a small finger between the ring and my shaft, checking if it fits in slightly. If it does, then the ring isn’t too tight. However, sometimes I still find it feels either snug or loose… how do you all determine this?

It doesn't matter about fingers; it's purely what works for your body. Most folks begin with a larger size and gradually downsize until satisfied, similar to how they adjust length—starting long then going shorter. Just go with whatever suits you. If the ring is too tight, expect pain and swelling, meaning you need a bigger size later on, though you might eventually return to that tighter fit; it’s really trial and error. Very straightforward. If you can't slide the first joint of your index finger underneath it, then it's too snug.

I can’t fit any part of my fingers underneath mine and even switched to a hinged A-ring just to achieve sufficient tightness. So offering generalized advice like "you must be able to fit your big toe under it" is nonsense—it might feel tight for one person but completely wrong for another. In all seriousness though. Slave d hit the nail on the head; the finger rule doesn't apply to everyone. I'm a grower type, so that method isn't suitable for me. It's trial and error in my opinion. A 2mm difference can be significant, while 1mm might not matter much. 40mm suits me well. 38 is too tight for sleeping, but 42 tears my balls off at night. There’s no way I can get a finger underneath it there. However, after two years, I've realized the fit must be about right.
