My English isn’t very strong. By a permanent collar, I mean one without a padlock or key mechanism that lets you open it easily. Once locked shut, it stays closed and can’t be taken off with just a key. Does this require soldering? Or is there another method? Can I do the procedure myself at home? I hope my friends get what I’m saying here. Thanks!

When my old cage broke, I fixed it with Aridite glue and it's pretty solid. So if you wrap a collar around your neck and bond it with that adhesive, I'm sure it won't come off unless you have to ask the firemen to cut it loose.
